Incident Description

According to a court complaint, Officers Mellinger, Lawson, Bullock, and Moore verbally abused Jermaine M. Capel while he was in clear medical crisis — then, continuing to abuse him, the officers forced him to walk a mile in handcuffs for apparently no reason.
