According to a court complaint, Officers Mellinger, Lawson, Bullock, and Moore verbally abused Jermaine M. Capel while he was in clear medical crisis — then, continuing to abuse him, the officers forced him to walk a mile in handcuffs for apparently no reason.

Sgt. William Kelly of Norfolk Police Internal Affairs gained attention in the press after leaked data revealed he contributed to a fundraiser for far-right figure and murderer Kyle Rittenhouse in Wisconsin, using his official Norfolk Police email address.

On May 10, 2018, Keith Andre Robinson filed a federal lawsuit ("Robinson v. White") under the Civil Rights Act against Norfolk Police officers J. E. Myers, M. Pierce, and H. White. The complaint alleged the officers engaged in unlawful search and seizure on Dec. 22, 2017 and robbed him of over $8,000 of his savings without cause to do so, violating his Fourth Amendment rights.

On October 28, 2005, Thomas Frazier filed a court complaint against Norfolk Police officers F.L. Glaser, Rodney J. Fentress, Randy A. Crandall,

Peele, and Guertler alleging unreasonable force causing physical injury and violation of his Fourth Amendment rights. The complaint referred to events that took place on November 6, 2003.
