Description | William McAuliffe and Jennifer Barlow were sued for using excessive force "in a fit of sudden and unprovoked rage" upon Elder Chacon, Brenda Samayoa, and their 12-year-old daughter, after a crash in the city on Aug. 7, 2019. Officer Douglas Peppel was also involved in the incident according to court records for Chacon, although he is not named in the court complaint. According to the complaint: "'In a fit of sudden and unprovoked rage, Officer McAuliffe threw his clipboard on the ground and violently grabbed at Chacon’s person..' McAuliffe then allegedly pushed Samayoa out of the way, striking her in the face and pushing her into [daughter] Nathaly, who was standing next to her, as Samayoa fell to the ground... "Officer McAuliffe continued attacking him and that instead of deescalating the situation, Officer Barlow used her taser on Chacon... At the time that Officer McAuliffe and Officer Barlow assaulted Mr. Chacon, he was not engaged in any activity suggesting that he posed a threat to officer safety or to any other person.” |

After questioning, Colonel Settle made a motion, seconded by Sheriff Crawford, to sustain decertification. The motion passed on a 4-1 vote with Chief Branch in opposition." |

Description | From the Fairfax County Police Civilian Review Panel: "This report concerns a citizen complaint related to an interaction between the citizen (Complainant) and a Fairfax County police officer in a parking lot. The incident began when the officer, while driving his patrol car, observed the Complainant as the officer drove past him. The officer followed the Complainant into the parking lot of the Complainant’s apartment building and questioned the Complainant. The officer’s questions focused on whether the Complainant lived in the apartment complex. The complaint alleges that racial profiling was the impetus for this conversation, and that the Complainant had done nothing wrong. The Complainant maintained that he should have never been approached by the officer The Fairfax County Police Department (FCPD) investigated the incident and ultimately agreed with the Complainant that the officer had no reasonable suspicion to suspect that the Complainant had violated a law or was in the process of committing a crime. The FCPD concluded that the Complainant had every right to not answer the officer’s questions.... At the time [2019], the officer had been with the FCPD for approximately six years and was assigned as a detective in the Reston Criminal Investigations section of the FCPD." |

When MM heard PFC#1 cut open a bag using a knife, he asked PFC#1 if he was planting evidence. PFC#1 then angrily pulled MM out of the car—with the open knife still in his hand—while telling him to “get out of the fucking car.” After removing MM from the backseat, PFC#1 slammed him into the rear quarter panel of the car before escorting him into the ADC and presenting him to a magistrate. Description | Jamar Gladden, appearing pro se and proceeding in forma pauperis, filed this civil action under 42 U.S.C. § 1983, alleging that Defendant R.A. Oberholzer, a police officer for the City of Charlottesville, used excessive force against Gladden during a traffic stop on July 29, 2015. On February 6, 2019, Gladden filed a one-count complaint alleging that Oberholzer violated his Fourth and Fourteenth Amendment rights. Gladden claims that he suffered a broken tooth, at least one cut requiring stitches, and a dislocated shoulder. Gladden complied. Instead of restraining Gladden’s wrists, however, Oberholzer “grabbed [him] around the neck with his forearm in a ‘choke hold’ fashion” and “used his body weight to throw” Gladden to the ground. Oberholzer kept choking Gladden and holding him down while unknown “detectives kicked, punched[,] and struck” him. |
