On April 8, 2018, Simpkins, then with the Danville Police Department, was involved in the killing of 25-year-old Juan Jones. In June of that year he joined Virginia State Police. His VSP training began on April 26. Among the 29 officers in his training class was Benjamin Ira Bone, who would later shoot and kill Xzavier Hill in 2021. Simpkins was assigned to Pittsylvania.
