- Chesterfield County Police body-worn camera footage showing Officer Painter shooting Charlie Byers. Narrative from federal court complaint: "Officer Painter and another CCPD officer arrived at the scene in different vehicles. The first officer pulled up and immediately drew her gun and pointed it at Charlie. Officer Painter pulled in front of Charlie and immediately pulled his gun on Charlie, which seemed to startle him. Charlie immediately began walking away from the two CCPD officers, who had their guns drawn on him and were yelling at him to put down the hatchet. Throughout the remainder of the interaction, Charlie walked backwards away from the two CCPD officers, but the officers continued to pursue him yelling at him to drop the hatchet. At the encouragement of Officer Painter, the first officer shot a taser at Charlie but apparently missed him. Just a few seconds later, Officer Painter began shooting Charlie with his 9mm handgun. At the time that the first bullet was fired, Charlie was at least 25 feet away from Officer Painter and Charlie’s head was turned away from Officer Painter, who continued shooting Charlie. Charlie was not a threat to Officer Painter or anyone else, immediate or otherwise, when Officer Painter began shooting at Charlie. After the first three shots Charlie turned and tried to get away from Officer Painter who continued shooting Charlie in his back. Ultimately, Officer Painter shot at Charlie seven (7) times, hitting him five (5) times. The final 3 or 4 shots were in Charlie’s back, which shots were fatal. While Charlie lay on the ground dying and gasping for his last breaths, the two CCPD officers then aggressively handcuffed Charlie."

Description | On December 17, 2023 at roughly 22:33, "Officer G. G. Rathore and Officer B. M. Hager arrived at the Ramada Inn located at 21 Signal Knob Drive in reference to a disorderly female who was said to be behind of the front desk without permission, throwing cans of soda in the lobby area of the business, and running through the hallways carrying a fire extinguisher." At some point, Office Rathore encountered Melissa Renee Tompkins in the rear parking lot of the hotel, where she allegedly "grabbed his baton and used it to hit him in the head". Rathore shot Tompkins multiple times. Tompkins was taken to Winchester Medical Center where she died of her injuries. Rathore was treated at Shenandoah Memorial Hospital and released. |

Description | "On Monday, September 16, at approximately 10:17 a.m., an officer responded to a residence in the 11800 block of Sunrise Valley Drive in Reston for a welfare check. FCPD received a request from a mental health professional to conduct a welfare check on 33-year-old Sydney Wilson, of Reston, who was reported to be in an agitated state." Body cam footage shows Wilson slashing at officer Peter Liu with a kitchen knife. He attempted to de-escalate, then shot Wilson 3 times, killing her. |

Description | 29-year-old Verlon Johnson was shot to death unarmed on his front porch. "On May 17, 2002, Detective Melvin led a team of eight other police officers to Verlon Johnson's South Side home to arrest him. Mr. Johnson came out of his house as ordered, his hands in the air. Detective Melvin testified that he saw the self-employed landscaper suddenly drop his right hand. The detective fired. Verlon Johnson fell backward onto his porch, his hands upraised and coming to rest by the sides of his head. No gun was found. Further, Rosa Johnson, Mr. Johnson's wife, testified that her husband was left-handed. The Johnsons had five children, four of whom were in the house with their mother when their father was killed." Twenty-nine-year-old father of five Verlon Johnson was shot to death while unarmed on his front porch in South Side as a nine-member police team attempted to arrest him on robbery and firearms charges. No gun was found on or near Johnson. Detective David Melvin, the only officer at the scene to pull his gun, was charged with involuntary manslaughter. Following two mistrials, he was acquitted at the third trial. The City settled out of court with Johnson’s widow for an undisclosed amount. |

Description | Warren County deputies pulled over 77-year-old Ralph Ennis on the morning of April 2, 2022 for "driving erratically and speeding". Body cam footage shows them slamming a confused Ennis into the back of his truck, and then tackling him. NBC4 reports "Medics took Ennis to a hospital. Ennis’ wife Linda Ennis said doctors told her he had a brain bleed." He died 9 days later, on April 15. "Linda Ennis said her late husband had recently begun struggling with dementia and was the subject of a Silver Alert in mid-March." In April 2024, the deputies Zachary Fadely and Tyler Poe were charged with felony homicide. |

Description | "On February 22, 2023, a 37-year-old unarmed Black man, Timothy McCree Johnson, was shot and killed by two Fairfax County police officers (Shifflett and Sadler). In FCPD public statements, officers justified killing Timothy Johnson by alleging that Johnson had stolen sunglasses from a Tysons Corner department store. Mr. Johnson was chased through a parking garage, a parking lot, and into a wooded area where he was killed by a bullet wound to the chest." Both officers shot Johnson, hitting him in the chest. He died. Johnson was a 37-year-old Black man. The public was allowed to view body camera footage of Johnson's killing. |
